01 June 2026, the MOIG Director participated in the webinar entitled “Results of the European MANIFESTS Genius Project – From Gases and Evaporators Risk Assessment Towards an Integrated Management of Sea and Land Pollution Incidents”, organized by Cedre, a MOIG Technical Partner.
The webinar was delivered by Stéphane Le Floch, Laura Cotte, Ludovic Lepers and Paul Harold.
The MANIFESTS Genius Project involves five countries and seven technical partners, namely Cedre, HSE-RBINS, IMT Alès, INTECMAR, the University of Lisbon, and CETMAR. The project is funded by DG-ECHO.
The webinar presented the project's experimental results, modelling tools, safety considerations, and training resources. The main objectives of the project are to:
- Assess the behaviour and impact of volatile and gaseous Hazardous and Noxious Substances (HNS) in seawater;
- Provide information to support stakeholders in the preparation of emergency plans and response protocols for sites with transport pipelines and anhydrous ammonia-based refrigeration systems;
- Improve information sharing among marine pollution response organizations and relevant agencies during incidents occurring near shorelines, thereby enhancing coordination between land- and sea-based response operations;
- Transfer knowledge and train stakeholders in the use of the decision-support tools developed under the MANIFESTS project.
In the field of knowledge transfer and training, the project enabled the organization of several workshops in the United Kingdom, Spain, France and Belgium, as well as three international training sessions involving 62 participants from 27 countries.
The training activities received very positive feedback and made a significant contribution to raising awareness of HNS-related challenges among key stakeholders in the pollution response sector. They also promoted the availability and operational benefits of the MANIFESTS and MANIFESTS Genius decision-support tools.
