Training Course on Incident Management System 300 - Oil Spill Response

11-12 November 2025, the Training Course on Incident Management System (IMS) 300 – Oil Spill Response was held on 11–12 November 2025 at the Mehari Hotel in South Hammamet, Tunisia. The course was organized in cooperation with the Adriatic Training and Research Centre for Accidental Marine Pollution Preparedness and Response (ATRAC), a technical partner of MOIG.

The course was delivered by Mr. Vedran Martinic, Director of ATRAC, and brought together 32 delegates from MOIG member and various national ministries. Participating entities included APO, AGOCO, ANPE, AORC, BREGA, ETAP, ONPC, SEREPT, SGAM, SOC, STIR, TANKMED, TENDE ENERGY, TOPIC, TPS, and TRAPSA.

The objective of the training was to equip participants with the knowledge and skills necessary to effectively implement and manage an Incident Management System during oil spill response operations.

The course focused on enhancing coordination, communication, and decision-making within a multi-agency response structure, ensuring a safe, efficient, and organized approach to mitigating environmental impacts and managing all aspects of a major oil spill response.

The training programme featured a series of presentations covering key topics, including:

  1. IMS Fundamentals
  2. Introduction to the Planning Cycle
  3. Risk Assessment and Initial Response
  4. Setting Command Objectives
  5. Command & General Staff Meetings
  6. Transitioning from Reactive to Proactive Response
  7. Incident Action Plan Preparation and Approval
  8. Operations Briefing
  9. Assessment of Ongoing Operations
  10. Demobilisation and Termination of Command

In addition, participants had the opportunity to apply their knowledge through a tabletop exercise, simulating an explosion in a tanker that generated a spill of 1500 cubic meters of fuel near a tourist area and beaches. MOIG members, representatives from Libyan oil and gas companies and Tunisian ministries worked together, exchanged perspectives, and applied the knowledge acquired during the tabletop exercise in a constructive and engaging manner.

At the conclusion of the course, certificates were awarded to all participants by the MOIG Management Committee Members.

The Management Committee Members expressed their sincere gratitude to Mr. Vedran Martinic for delivering a high-quality and insightful course, sharing his valuable expertise, and significantly contributing to the event’s success. As a token of appreciation for his ongoing support and valuable contributions to MOIG, the Management Committee Members presented Mr. Martinic with a commemorative trophy.
