Regional Workshop on Enhancing Oil Spill Preparedness and Response in the Adriatic and Mediterranean Regions

25-27 October 2022, the Regional Workshop on Enhancing Oil Spill Preparedness and Response in the Adriatic and the Mediterranean Regions was held at the Ambasador Hotel in Opatija and in JANAF Terminal in Croatia; in cooperation with the Adriatic Training and Research Center (ATRAC) and JANAF. The workshop was opened by Mr. Siniša Orlić; the deputy of the Minister of the Sea, Transport and Infrastructure of Croatia Republic.

The main objectives of this workshop were to reinforce and develop Sub-Regional contingency plans, to stay abreast of the newest technologies, to benefit from responders & manufactures technical expertise as well as to share information on lessons learned and best practices of the previous emergencies and exercises.

This event gathered over 40 delegates from ministries, Oil&Gas industry, manufacturers, responders, agencies, International organizations, port authorities and university such as : Agency of Hydrocarbons, Cedre, Central European Initiative, CIAN, Civil Protection, CIKLON, Coast Guard, ETAP, Dezinsekcija, Faculty of Maritime Studies, Harbor Muster Office Zadar, INA, La Fornatrice, LUVETI, Maritime Administration of Republic of Slovenia, Meke Marine, Ministry of the Sea, Transport and Infrastructure of Croatia Republic, MRCC, New Naval, OSRL, Port Authority Šibenic Croatia, Port Authority Zadar, REMPEC, SEREPT, S.I.O.T Italy , SPLIT-Damalta County, Šibenic Croatia, Thyna Petroleum Services and VIKOMA.

The first two days workshop programme included seventeen (17) oral presentations hinged around six topics: T1-Contingency planning & Regulatory and legal requirements, T2-Regional initiatives and activities in the Adriatic and Mediterranean regions,T3-Oil spill modeling and training,T4-Spill preparedness capability and response management, T5-Oil spill response services and new technologies, T6-National and regional emergency response Exercises.

We are very delighted with the outcome of this workshop, delegates had the opportunity to discuss and debate many issues of common interest and shared views, knowledge and experiences in how to enhance oil spill preparedness and response in both Adriatic and Mediterranean regions.

The third day event was dedicated to a visit to JANAF terminal located in Krk island. Participants attended a presentation delivered by JANAF Terminal Director describing the activities, the facilities, the storage capacity, the pipelines network in Croatia and the neighboring countries as well as the controls required for maintaining the terminal assets. In addition, participants were afforded the opportunity to make a turn around the terminal which allow them to see closely the storage tanks and the loading arms in the terminal jetties.

At the end of the visit, trophies were awarded to both ATRAC and JANAF Terminal directors by MOIG Management Committee Members Malek Kallel and Hatem Ben Khelil, as a sign of thanks and recognition for their valuable support to MOIG in the organization of this event.

Thus, will pave the way for further strengthen cooperation on oil spill preparedness and response between ATRAC, JANAF and MOIG.
